Technical Advisor to the Ministry of Legal Affairs and Constitutional Development

Description
The IRIS Center, a nonprofit research and advisory group located at the University of Maryland in the United States, is seeking an experienced Technical Advisor to provide long-term expertise for an ongoing USAID-funded project in Southern Sudan. The goal of the project is to support the institutional development and capacity-building efforts in a number of Government of Southern Sudan (GoSS) ministries. The Advisor will work with the Ministry of Legal Affairs and Constitutional Development (MoLACD) to support the Ministry’s institutional development and build the legislative drafting capacity of the Ministry.

The Advisor will have: (i) a JD or equivalent law degree; (ii) significant experience drafting legislation; (iii) strong capacity-building skills; (iv) experience managing a major institutional development project or a component thereof; and (v) a history of working effectively with counterparts in developing-country governments and other organizations. The Advisor will be part of a team—including another IRIS technical advisor, the Chief of Party (CoP), and Ministry officials—to develop laws within the Ministry’s mandate and to build Ministry capacity to review and analyze laws developed both internally and by other Ministries.

Main Duties will include (in conjunction with current IRIS advisor):

  • Draft legislation, as requested by the Minister of Legal Affairs and authorized by the CoP.
  • Provide advice and assistance to the Legislative Drafting Committee and other South Sudanese counterparts in the preparation of draft legislation; this may include conducting research, integrating laws, or other tasks as needed.
  • Mentor MoLACD Legislative Drafting Personnel in drafting.
  • Deliver training or assist in arranging training workshops for MoLACD, its Legislative Drafting Personnel, other Ministries, and the Legislative Assembly on (i) particular drafts; and (ii) drafting and policy development.
  • Establish policies, plans, planning processes, management systems, and operating systems in the Drafting Directorate. Mentor and assist the team to establish and execute a work plan that will include: (i) reporting against tasks related to the legislative drafting process; (ii) liaising with other relevant ministries; (iii) and involvement in stakeholder consultation before draft laws are submitted to the Ministry for review and amendment. These duties will include assistance in the development of operating procedures and simple manuals.
  • Support and advise senior management in the MoLACD and the GoSS Rule of Law Sector on strategic management issues.

Additional duties will include:

  • As needed, oversee the work of short-term experts who provide additional training and assistance on specific topics.
  • Provide activity reports to the home office.

Qualifications

  • JD or equivalent degree in law.
  • At least 5 years of professional experience.
  • Experience reviewing and drafting legislation.
  • Training experience, including developing learning objectives and assessing trainees against those objectives.
  • On-ground experience in developing and/or post-conflict countries; experience in African government institution-building projects preferred.
