Description
The IRIS Center is looking for a mid-level Program Manager for the Bill & Melinda Gates funded Financial Services Assessment project ( www.fsassessment.umd.edu ). The Program Manager primarily provides administrative, programmatic and financial management, and assists the Project Director in managing the project scope of work, schedule, resources, expectations, personnel, planning and team development. The Program Manager will report to the Sr. Program Manager who has been running the project since inception.

Main Job Functions

•  Create and maintain project operating budget. Track expenditures and prepare financial reports. Report regularly to Project Director on status of budget versus expenditures. Allocate, track and monitor Level of Effort. Record and track accruals.

•  Help promote compliance with IRIS policies and procedures, as well as relevant sponsor requirements. Compliance requirements may address: (i) timely production of deliverables and reports; (ii) procurement of services, equipment and other sub-contracts; (iii) issues related to personnel recruitment and management, and (iv) expenditures related to travel. Prepare bid (RFA) documents, solicit bids, and oversee competitive process.

•  Negotiate with and prepare agreements for contractors, grantees, and consultants, and oversee those agreements. Review and approve invoices, expense statements, and payment requests.

•  Draft survey RFAs and run competitions.

•  Create and track project timeline(s) and calendar(s).

•  Facilitate team communication.

•  Determine if there are any human subjects research issues, and follow appropriate application/approval procedures when necessary.

•  Coordinate logistics for conference s, seminars, and other meetings, including drafting meeting agendas, taking notes and distributing notes to relevant attendees.

•  Translations: perform or arrange for contractual services, as appropriate.

•  Prepare payment requests, expense statements and other administrative tasks.

•  Handle travel planning (including MEDEX request) for IRIS staff and consultants. Support preparation of expense statements and process them with Program Manager approval.

•  Work on website content, distribution of project outputs, etc.

•  Supervise Research Interns and Graduate Students.

Required Skills & Characteristics

•  BA/BS or MA/MS in International Development/Relations, Political Science, Public Affairs, Economics, Communications or Business Management

 • Computer skills (word processing & spreadsheet applications required, MS Project desirable).

•  High-level organizational skills and multi-tasking ability.

•  Thorough attention to detail; quick learner based on minimal instruction.

•  Effective communication skills required.

•  High level and quality of personal initiative.

•  Financial tracking

•  Contracts management, preparation and negotiation.

•  Foreign language ability desirable.

•  Field experience preferred.
