Description
The Economist will participate in the development and implementation of IRIS projects in the area of finance and development. Of special current interest is the focus on regulatory issues and micro- and small business finance. The economist will travel to developing countries, work with policymakers and stakeholders and develop both reform programs and research agendas. Proposals, project management and research activities are additional responsibilities.

Main Job Functions

Develop and oversee implementation of project strategies, documented in proposals and/or workplans, and day-to-day management of activities.

Oversee budget planning done by program manager(s) to make sure budget allocations realistically reflect project strategy and ensure that budget constraints are not exceeded.

Assist in hiring project staff, assigning tasks, allocating and monitoring LOE, and reviewing overall performance.

Ensure that scope of work is carried out to a client’s satisfaction, including fulfillment of project deadlines, via direction of staff and allocation of financial resources.

Serve as IRIS’s link to the client on all technical and contractual matters. (This link is primarily for communication purposes. Decisions on contractual and large scale financial matters must be made in conjunction with appropriate senior staff.)

Ensure compliance with applicable regulations by interacting with Accounting and Finance and senior staff and by directing program manager.

Uphold IRIS’s quality standards by reviewing and commenting on outputs produced under the project.

Coordinate with other donors and other donors-sponsored projects, as directed or authorized by client.

Provide project updates to Director and other senior staff about activities, results, and budgetary performance.
Other Functions & Activities

Manage and/or contribute to proposal processes for specific leads in coordination with team’s vision and business plan

Maintain active lead portfolio in coordination with team’s vision and business plan

Carry out research or advisory assistance activities to other projects

Contribute to IRIS “public goods” in terms of marketing, public relations, and other organizational strengthening activities
Required Criteria & Characteristics
-
PhD in economics or finance and/or minimum of seven years experience with financial issues in developing or transition economies
-
Experience working with or providing training to central banks in developing or transition economies, especially in the area of developing regulations and supervisory practices
-
Knowledge of microfinance
-
Experience working with USAID and/or other international donors

Past management experience, especially in adhering to project budgets and complying with donor requirements

Publication record in relevant areas

Banking background preferred
Language Requirements
Foreign language abilities, preferably in Spanish, French, or Russian.
