Experts agree that “institutions matter”: a country’s legal and organizational structures and practices play a role in determining the standard of living it can attain. A central goal of the IRIS Center is to translate this simple insight into practical development assistance, to help overcome weaknesses in existing laws and regulations and their enforcement.
With this broad goal in view, USAID has created an indefinite quantity contract, SEGIR CLIR IQC, to be implemented by the IRIS Center and its consortium. The tasks within this project are designed to- Support the emergence of institutions to protect rights in property
- Enable competitive markets
- Develop effective implementing regulations
The IRIS Center has brought together a unique blend of expertise in its consortium. The consortium approach combines- Analytical tools for setting reform priorities
- Local ownership for effective reforms
- Innovative approaches to evaluating impact and outcomes
- Capacity building for advocacy for reform
IRIS has a strong history of implementing successful technical assistance and research programs through a predecessor project, SEGIR LIR IQC. |
