IRIS assisted the Government of Bangladesh with a range of case management and court administration reforms. The project — Bangladesh Legal and Judicial Capacity Building Project for Case Management and Court Administration — engaged judges, court staff, and lawyers to improve the quality of the civil justice delivery system in several areas:- Reducing delays
- Eliminating backlogs
- Improving the accessibility of the judicial system to the public, especially the disadvantaged
IRIS conducted a baseline study that evaluated the accessibility of legal information as well as the effectiveness of the civil justice system. Findings and recommendations were then presented in the form of a model outlining civil justice delivery reforms.
The model, designed for use by the Government of Bangladesh, covers:- Ideal case processing, both at the Supreme Court and the district levels
- Specialized roles of judges
- Efficient court organization
- Court administration guidelines
- Changes required in the bar to accommodate the new case management process
- Incentives to judges for enhanced output
- The superintendence function of the Chief Justice, the High Court Division, the District Judge, and the Judicial Administrative Officer, to assure accountability of judges and staff
- A performance evaluation process for all judicial positions
The model also incorporates:- Suggestions for technological improvements
- Tools for use of judges and staff in implementing the model
- Estimates of additional personnel and other resources required to implement the model
- Specific statutory and rule change recommendations
