IRIS is assisting USAID to develop the legal and regulatory environment for economic development in Afghanistan. IRIS’s long-term in-country advisor — fluent in the language, and with long experience in Afghanistan — is working with the Transitional Afghan Authority, other donors, Afghan citizens, and emerging governance institutions to implement and institutionalize key economic and structural reform measures aimed at- Promoting effective and sustainable planning, financing, and provision of important public services
- Stimulating economic growth through private sector activity
IRIS’s activites cover a range of initiatives:- Drafting regulatory, fiscal and commercial laws (including banking, customs, and tax laws), in coordination with the relevant Ministries
- Reforming deed registries, as part of the effort to strengthen property rights
- Developing capacity and shaping the the legal environment for alternative dispute resolution
- Providing training for judges and lawyers on the new legal environment
Reform measures are framed by four key principles:- Developing a market-based, clear and transparent commercial framework
- Eliminating regulatory impediments facing commercial enterprises and investors
- Minimizing opportunities for corruption
- Drafting laws with end-users in mind
