This paper features two essential tasks in the transition: development of a democratic, transparent process for establishing the market rules of the game, and making the shift from socialistic givernment as economic planner/manager to government as rule arbiter and protector of market processes. The project aslo serves as a good illustration of a model for assisting developing countries with institutional reform.
IRIS has been working in Mongolia for more tha two years. It has conducted five workshops in College Park, teaching the institutions of a market economy to leading Mongolian policymakers in and out of government. During most of this time IRIS has also had a long term advisor on transition issues resident in UlaanBaatar, a position recently taken over by Jim Anderson formerly and economist on the IRIS Mongolia staff.
The February 1993 project to advertise the Mongolian Privatization Commision on the drafting of an antimonopoly law grew out of two sources. It was a follow up to an IRIS workshop which emphasized the role of prices in a market economy and which had a section on antitrust and regulatory law. In addition Mongolia had made two abortive efforts in drafting an antimonopoly law. |
