An economist, Mr Leegwater applies statistical techniques to poverty assessment and to the measurement of corruption and broader governance issues. He is currently working on a project to develop accurate — and cost-effective — tools to assess the poverty status of USAID microfinance recipients. He has also helped to design, implement, and test indicators measuring corruption and government integrity in business registration in Romania, as well as with drug procurement in Bulgaria.
In addition to this technical work, Mr Leegwater has assessed existing diagnostic tools of business enabling environments and reviewed existing indicators on corruption and governance.
Prior to his work with IRIS, Mr Leegwater held research and teaching assistantships at the University of Maryland. He also worked as a research assistant in the Trade and Quantitative Studies section of the Federal Reserve Board of Governors, where he maintained a model of the global economy and modeled economic shocks. |
