Diana Rutherford
Program Specialist
 
Diana Rutherford has studied and worked in the field of international affairs since 1989, with more than 8 years specifically in development. She specializes in program management and the design, implementation and analysis of surveys.

Currently, Ms. Rutherford manages the Assessing the Impact of Innovation Grants in Financial Services project funded by the Bill & Melinda Gates Foundation. She designs survey instruments, initiates the implementation of surveys, analyzes the results, and writes reports. In addition, she manages the human subjects research applications on behalf of IRIS. Ms. Rutherford has developed survey questionnaires for households, journalists, private enterprises and public officials. She has worked with survey teams in Indonesia and Uganda, and managed the implementation of several rounds of the citizen household survey in Georgia.

She recently completed a report for the monitoring and evaluation of the Bosnia ALPS project that measured the effectiveness of a legal NGO’s media campaign. For a project for USAID’s E&E Bureau, Ms. Rutherford prepared the quantitative research design for a study of pharmaceutical procurement in Bulgarian hospitals, including drafting several survey instruments and focus group protocols, analyzing the resulting data and writing the preliminary quantitative report.

Other survey projects include: managing a survey in Peru to collect baseline data from lawyers on the quality of new commercial courts and working with a project team to design a survey instrument for Armenian businesses about competition policy.

Ms. Rutherford has also traveled to Sofia, Bulgaria as a member of the IRIS team for the second USAID Partners in Transition Conference.
