Patrick Meagher
Senior Fellow
 
Mr Meagher served as an Associate Director of of IRIS from 1994 -2007, and is presently a Senior Fellow with IRIS. His research and advisory work deals with decentralization, regulatory reform, anti-corruption mechanisms, and institutional frameworks for medium- and small-scale finance. His writings have appeared in several journals and books on economics, development, and law. He holds a Juris Doctor from Harvard University, and has practiced law and lectured on comparative law, financial reform, and aspects of public sector governance.

At IRIS, Mr Meagher has worked in Africa, the various regions of Asia, the Middle East, Central and Eastern Europe, and Latin America. His recent projects include
  • the design of a program to spur competitive regulatory reform using local and provincial governance ratings


  • an in-depth comparative study of anti-corruption agencies


  • empirical research on the effects of decentralization on public sector governance and performance


  • a series of case studies dealing with systems of corruption and responses to them
In 2002, Mr Meagher served on a panel of distinguished advisors to East Timor on the design of its post-independence Ombudsman institution. His work has also dealt with reforms of commercial finance and banking laws aiming to expand credit access to small, medium, and micro enterprises.

Mr Meagher’s earlier legal practice focused on international trade; he served on the legal team advising the Government of Mexico in the negotiations leading to the establishment of the North American Free Trade Agreement (NAFTA). While in law school, he worked for human rights organizations in the US, India, and Indonesia. Prior to this, he served two years in the Peace Corps, working as a university lecturer and trainer in Zaire, now the Democratic Republic of Congo.
